AusAid

Pacific Qualifications Register

The South Pacific Board of Educational Assessment (SPBEA) was tasked by the Pacific Education Ministers in 2005 to develop a qualifications register for the Pacific region. The register covers basic through tertiary education including technical and vocational education and training (TVET). The Register enhanced opportunities for employment, training and study by ensuring the quality and portability of Pacific qualifications throughout the region and internationally.

In order to comply with the ongoing conditions for funding the Register project, AusAID has contracted Projects International to review the progress of the Register to date.
Findings of the review will help determine Australia’s continued support for the duration of the project and will provide information required for a follow-up report to the Minister.
The objectives of the review are to:

  • assess whether appropriate progress is being made on the Register project against specifications in the design document and the monitoring and evaluation plan for the project
  • identify potential risks to future progress on the Register
  • determine the level of coordination/integration of Register development with broader tertiary (TVET and higher education) activities in the region
  • provide advice on any redesign necessary to improve project relevance and utility.

Projects International will travel to and work in all of the regional Pacific Island nations involved with the Register to complete the project. The Review will be completed by August 2010

ENZ

Core, Emergining and Exploratory Research

In an increasingly competitive and changing global education market, the review of the current depth markets agreed with industry in 2006, and understanding of potential source markets for overseas students who will study in New Zealand, is vital to the operational success of those institutions involved in export education. Projects International has been contracted by Education New Zealand to undertake research, which considers competitor dynamics, provides an evidence based assessment of the current depth, and future potential markets in 20 countries; with the goal of maximising marketing strategies and reducing operational uncertainties. There are four key objectives to this research:
1. Review the existing depth markets to ensure core or priority markets are still relevant, and identify emerging markets either within the current selection or outside of the depth markets identified.
2. Across the range of 20 potential source markets, seeki the provision of comparative examinations of:
• the macro-economic situation (economic, political, social, technological/ legal).
• the following market factors (including projected state) – student population, employment / industry and internal education supply and demand.
• potential impediments to studying in New Zealand from an individual (e.g. key drivers, price sensitivity) and country of origin perspective (e.g. value of education, student mobility, availability of funding sources, accreditation)
• potential impediments to studying in New Zealand from a destination perspective (e.g. immigration issues, perceptions of other countries as compared with New Zealand, ability to provide / challenge competitor offerings).
• demand for each of the four sectors (i.e. secondary schools, English language schools, institutes and polytechnics, tertiary education providers) and study need (e.g. area of study, short-term vs. long-term vs. residency).
3. Based on the above information, provide an assessment on whether or not potential source markets offer each sector sufficient opportunity, with minimal barriers present, within which to operate.
4. Among each market (and relevant sector(s)) which is identified for operation, provide an understanding of the promotional related processes.
The Project will be completed in September 2010

The Funding and Provision of Education and Training in the Aviation Sector in New Zealand

Projects International, working with partners Martin Jenkins, have been contracted by ATTTO to develop a workforce development strategy to raise skill levels in the aviation sector and research the aviation industry investment and in tertiary provision.

The project will consider:
- The current size, nature and location of the current aviation sector and its economic contribution.
- The supply and demand trend data for current, short, medium and long-term workforce development requirements.
- Prioritise the professional development requirements, building on job analysis in the Career Maps and Paths (2008) and the aviation components of the NZSkillsConnect Web Portal www.nzskillsconnect.co.nz.
- Identified gaps in professional development, taking into account national and international regulatory and international qualifications requirements
- The availability, relevance and quality of provision
- The adequacy of National Qualifications, taking into account NZQA's current qualifications review
Align provision with career pathways.

The Project will be completed in late 2010.
